What is a high CPU usage percentage? What would be too high for an extended period of time?

I turn on my laptop for the first time, just built it, and the LCD doesn’t display anything. Of course it’s a new hard drive but shouldn’t the laptop at least post? It just sits there blank screen and everything. Everything seems to be connected correctly and functioning. Is there a step I’m missing?
