How do you MAKE your You Tube videos have the “view in high quality” capability ALL the time?

I have uploaded some vids on YT and have recorded them at 640×320 at 30fps and SOME of them have the HQ option for viewers and SOME don’t although upload settings were the same for both. I already know that adding &fmt=18 to the URL will allow anyone to view in HQ but how do you make ALL vids this way EVERY time (as a default setting) and how can I change all my non-HQ vids to HQ?

    You cant change them, you have to save as a movie file then change the settings to certain pixels or other settings theres hundreds you can choose from i save as movie file best to fit screen size large.

    Yeah, thats YouTube for ya.
    YouTube compresses the videos you upload into a slightly smaller and lower quality format so that they dont jam up the servers.
    As for the HQ thingy, Ive noticed that too, What gives YouTube?
