In my suburban Chicago highschool conference, we have a team called York, who have won state 27 of the last 40 or so years. In 2001, they won it with top seven all getting under 14:30, i believe they had these two insane twins who ran somethign like 14:14.
Currently in my team, I run a 17:38 as a sophomore, but we also had sophomores and freshman sub 16:00. 14:56 is a really nice time though, depending on what state your in he could get top 15 in it, in Illinois he would get barely into the state meet.

At my Middle School, a kid ran 10.54 at a Cross Country meet. It's the same route as the high school. He broke the course record.
